Most organisations where people gather for work, learning or recreation will encounter problems with litter. The management of litter and associated problems can be frustrating.

As well as the problems associated with managing litter on all sites, certain specified organisations with land under their control are subject to the requirements of the Code of Practice on Litter and Refuse (CoPLR)  under the Environmental Protection Act 1990. These “Duty Bodies” are charged with the responsibility of keeping land under their control in a condition which ensures that the land complies with the requirements of the Code of Practice on(CoPLR) at all times.
